system32sysdm.cpl," Trying to Set Appearance

I left one message about the scripts not loading, but I tried something I
read here on the appearance and while going to advanced and chose the setting
best appearance this is the error I get while trying to change the appearance
settings:

Box:
Rundll
An exception occurred while trying to run
"C:\WIN_XP1\system32\shell32.dll,Control_RunDll
"C:\WIN_XP1\system32\sysdm.cpl," System"
When I click OK it closes the whole shabang ???

Any Ideas or help I sure would be Thankful as I have been trying to find a
cure for this for almost 1 week now.
