I have this identical problem. Had to reinstall XP after hal.dll got
damaged/went missing. Reinstalled using disk with SP2 on it - this was not
previously installed. Had to reinstall drivers as devices such as video
showing up as not installed (error 2 . None of these devices (6 in all, all
different manufacturers etc.) will install.
The problem is absolutely something to do with SP2. How do I know? I had to
rebuild system appx 6 months ago and did not use disk with SP2 on it. No
problems encountered - plus many references on various forums to problems
after install of SP2.
I am really not happy about the idea of editing the registry to fix this.

I am convinced this is an undocumented change in SP2 - any help would be

I am convinced this is an undocumented change in SP2 - any help would be
greatly appreciated.
