Hi,
There probably isn't *one* answer to this. You'll have to do some
troubleshooting.
* Which e-mail program? Outlook Express or web-based? More information would
be helpful.

1. If your antivirus program is scanning e-mail as it's downloaded or sent,
turn this feature off. It's unnecessary. Attachments will still be scanned
as you open or save them.
2. Disable (as a test) any third-party programs which are interacting with
e-mail... spamblockers, etc.
3. Malware might be causing this.
Start at: Dealing with Unwanted Spyware and Parasites:
http://mvps.org/winhelp2002/unwanted.htm
You will want to run Ad-aware, Spybot and (if running WinXP) MS Anti-Spyware
(Beta.)
Additional info at:
The Parasite Fight http://www.aumha.org/a/quickfix.htm
Bugs, Glitches & Stuffups: http://www.mvps.org/inetexplorer/Darnit.html

Hope this helps,
