Post subject: Windows Security Center Crashes Computer

Why would Windows Security Center cause my computer to freeze, shutdown and restart?

I recently installed Windows XP Pro SP2 on a blank (except BIOS and formatted NTFS) hard drive. The drive has only two other programs AVG anti-virus ( http://www.grisoft.com ) and CCleaner ( http://www.ccleaner.com ).

Whenever I try to open the Windows Security Center, the computer freezes, shutdowns, and restarts. The Windows Security Center only opens the top bar with the little shield icon and name Windows Security Center. In other words, 95 percent of the window or program interface does not appear. There is no "Resources" section on the left side. There is no "Security essential" section in the middle. There is no "Manage security section for:" section at the bottom.

All other Windows programs seem to be functioning fine. AVG anti-virus scans fine (no virus detected). CCleaner works great. Sound and video works fine. The computer is not connected to the Internet.
