I thought this folder was only created if you used System Restore?

I have multiple drives/partitions and have disabled System Restore on all
but the bootable/primary/OS drive (CSmile.

I grant myself full access to System Volume Information on all other
partitions, then delete the folder. The folder gets recreated after a
while.

Is there any way to permanently prevent this folder from being created on
those partitions that aren't even being monitored by System Restore?
