If the users are local administrators they may configuring it. What I would
try is to create a GPO linked to the OU that contains the computers and
configure the security option for "network access: sharing and security
model for local accounts" to be classic. You may also want to use Group
Policy to configure the Windows Firewall domain profile to allow only FPS
access to those computer from authorized IPs such as admin workstations.
Another thing I would do is to use GP to configure "access this computer
from the network" for those domain computers to contain just authorized
groups or at least remove everyone/users and use authenticated users
instead.
