Do you have a wireless mouse or keyboard? Their sending
requests/signals back and forth can register as activity in some cases.

I had a wireless that quit working and replaced it with a microsoft wireless
system. I don't recall if the problem started then or not but it could have.
If this is the problem is there any solution to it?
