I have the same problem for few weeks.

Tuner not installed.

I use 2 x ATI Wonder Elite PCI TV Tuner.

I uninstall the drivers and physically remove the tuners and reinstall pone
at a time.

The solution take a long time may it work very well.

My computer come back in his old state!
