What the hell is with .net framework continually telling me the same update
I've installed is ready for download??
Unless other programs requires it I'm better off uninstalling the piece of
garbage.

I'm going to guess that the .Net Framework is not "continually telling"
you anything, but Windows Update is. Ask your question in the Windows
Update newsgroup:

news://microsoft.public.windowsupdate

A tip: When you post in a newsgroup, ask a specific question with
details and leave off the attitude. You're more likely to have your
question answered that way, particularly in that newsgroup.

UNINSTALL FRAMEWORK VER 2 AND DOWNLOAD THE FILE: dotnetfx.exe from Microsoft.
I was having the same problem and this solved it. I also insured that I had
the most recent ms install program nd I downloaded the developer pkg for
framework ver 2. My update installed fine today.
