Right click on Start.
Copy the Desktop shortcuts and Start Menu from All Users to each user.

Related problem. I'm getting multiple shortcuts on the desktop and start
menu. Up to 4 and 5 shortcuts. I go thru and delete back to one and when I
restart they start coming back. Config is a 6 PC LAN, no server, with
multiple user, XP Home. Started on one machine, now a second machine is doing
it. Ran multiple virus scans which has not helped.
