Open an Explorer window to C:\Windows (make sure that you can see those directories, although you obviously can already). Now
select one or more of them, then press Delete (or Shift+Delete if you want to skip the Recycle Bin). Done.

Yup, they are just uninstall files for Windows updates. If you won't be uninstalling the updates (and there is little reason to do
so), then you can safely delete the files (which can take up quite a bit of space.)
