As long as you have manaually(do not use automatic) set up MCE to receive
via antenna or direct cable it should work fine on Channel 3 as you have
stated
Many of the tuners in PC tuner cards do not accept weak signals as well as
most TV does so you may need a signal amplifier and you might want to use of
your TV to insure that the channel 3 signal is in fact on the connection you
are using for the PC.
