Firewall Blocking even though it's off!

Post subject: Firewall Blocking even though it's off!

One of my users receives data on his home PC (XP Pro) through a VPN. Last
week he received a message saying "someone is attempting to access your
computer remotely, do you want to allow Y/N?" He selected "NO", now he can't
receive anything. I can't gain access even though the Windows Firewall is
turned off, Norton Systems Security/Auto-Protect is turned off and still no
access. I've checked his home network with a laptop and found the block is
not in his router. The block is in XP Pro on his PC. Does anyone have any
suggestions other than blow it away and reload?

What Norton version . All new Nortons include firewall protection . Check its
settings more deeply , the firewall or internet worm protection

It sounds like some "protection" package is locking down his computer. Try
having him boot into Safe Mode with networking to see if the problem goes
away. If it does then for sure a startup service or logon process is the
culprit and if need be you can use msconfig in selective startup mode to
troubleshoot that in a trial and error basis. I seriously doubt it has
anything to do with XP operating system if you disabled the Windows
Firewall. You also can use the command netsh firewall show state to verify
that the firewall is indeed disable and also stop the Windows firewall
service to be 100 percent sure it is disabled.
