File can not be deleted

if it still cant be deleted in safemode then download a programme
called killbox and that will do it for sure.

i have a problem similar to him, but ive tried everything, is a video, a
music video, and ive tried every single deleting tool but it stops
responding, i also tried killbox but it didnt work, can u please help me,
