Post subject: Dvd drive "access denied"

hi,


as of around a week ago,
my dvd burner decided to get itself stitched up, it would not all me to read any disc put in, giving an "access denied" message


the registry key in localmachine/yaddayadda/winlogin/etc, allocatecdroms is set to 0


i have tried system restore,
i have tried following other help for EventID 15 error (which im not getting anymore) to rebuild the database for the device,
i have tried uninstalling/redetecting the device
and i now have a new one, cus i took my pc back to the shop and they replaced it, so its definately not a hardware fault




now,
when i insert a disc, before windows, everything works, so something has messed up in windows itself somehow
even tho no app's or drivers or anyhting was installed when it stopd working... it just stopped




any ideas/thoughts would be appreciated
