Disc Defragmenter has disapeared.

Post subject: Disc Defragmenter has disapeared.
Archived from groups: microsoft>public>windowsxp>help_and_support (more info?)
When I try to open my disc defragmentor I get a screen that pops up and says

Windows cannot open this file:
File dfrg.msc

To open this file, windows needs to know what program created it. Windows
needs to go online to look it up automatically, or you can manually select a
list of programs on your computer.

What do you want to do?
So I have it go online and it cant find the program that created it.

If anyone could please help me out I would appreciate it.
