You didn't mention whether you have XP Home or Pro, but since you say
the drive is formatted FAT32 I'm going to assume Home. That's why I had
suggested the Shared Computer Toolkit, but as you see you do need NTFS.
Home does not provide the ability to set restrictions with Group Policy.
You cannot do what you want with the machine configured the way it is
now. If you are the systems administrator, you should consider
upgrading to Pro and/or converting to NTFS. Then you will be able to
set up your machines appropriately for a work situation.
If you are not in charge of the computers and able to make these
changes, then there is nothing you can do. If this is a single computer
shared by several people in a small business without an IT Dept., then
you're going to have to talk to your colleagues and/or your boss about
the problem because this is a personnel issue.
