Desktop icon rearrange on refresh anomaly on windows xp

Dear All,

I am not sure if this happened after windows update. The desktop icons
rearrange themselves every time the PC is reboot or refresh desktop (press
F5).

Furthermore, the file explorer cannot remember its size after resizing and
running executable.

Is this something about update or just a problem with registry setting?
