I 'second' the Second Thing!! Thank You VERY VERY VERY MUCH!!!
(try the second thing everyone!!!)
Oh, just to verify; I did not find a numeric value (under DATA), and
"REG_SZ" was below the DATA column.... as soon as I deleted "Wallpaper"
(under NAME), I tried to set a wallpaper ..and BAYUM!!!..WALLPAPER! I was
just about to check myself in to an institution.

I too tried many options with the same desktop background problem. Your
Registry Edit solution did the trick for me.
