When you have lots of one type of window open, they merge into one drop-down
style menu.
How do you make this the default style for all multiple windows?

If it's doing it for any, then that option is active and doing it for all; it's not selectively configurable. There are various
factors that decide whether a window belongs to a group or not, primarily based on the process. If a program creates a bunch of
windows of the same type, they will be grouped.

Are there specific windows that you were expecting to be grouped but aren't?

True, but I don't see that condition as part of the OP's question.

It could be, they indicated that they think it is enabled for some windows and want to enable it for all programs. That's why I
said that if it's enabled for one, it's enabled for everything and asked for more details.

They're probably just not getting triggered for some of the reasons indicated in the page you specified.
