CD burner does not see blank CD

I have a AMD XP2600+ {running at 2.01} with 768 ram and XP Pro.
I can't get my CD burner to see a blank CD that is in the recorder . The unit works fine as far as, it will play DVD's and CD's but I can't get it to burn a CD. The recorder is on Master (I check the back) and there is only one item on that IDE cable the device manager is OK. I have tried burning useing Memorex CD-RW's ; Fuji's CD-R ; and TDK's CD-R, some of the burning programs that I have tried are like Googles Picasa 2 and CD Burner XP Pro. Then I get the MESSAGE "INSTALL BLANK CD IN TO D:" then you can RETRY or CANCELL. If you click on retry it just ask again. I have check every were that I can think of and so far I can't find a answer. I know someone is smarter than me and can help me fix this.
