Taskbar (is it the Toll bar?) showing opened windows TWICE

I am stumped in correcting the following:
Any time when an window (an application) is opened, it's 'button' will show
TWICE on the task bar (or is it called the Tool bar) at the bottom of the
screen. Occasionally, after a re-start, the windows (apps.) will show only
once (as expected).

Additionally, I have been unable to 'move' the language button ro be a part
of the 'permanent' section of the task batr (or is the tool bar...?). On a
Win2000 machine I have this in the desired place, but am unbale to put it
('mount' ?) on an XP machine. The language selection icon may disappear after
re-start and the only remedy is right click on task bar, select "toolbar" and
then diselect "language" [sometimes may have this 2 or 3 times in thhe menu]
and eventually get the language icon 'return' as an icon similar to an open
app...

Any advise on this would be very helpful.
