How get notification that a balloon message was clicked on?

I'm using windows 2000 and I've created an app that shows a balloon message
(from the system tray) but I don't know how to get notification that the
user clicked on the balloon.

I did some more testing and it works on XP but not on 2000. Why? I thought
this should work in 2K?
