I couldn't find the FQII740TVAGPSD, but FWIW, this is the user manual
for the FQII740AGPSD:

The manufacturer was Joytech. The card appears to be based on Intel's
i740 AGP chipset. The "TV" in the model number suggests that the card
has a TV out feature. Look for a Brooktree BT868/869 chip.

One caveat with the Rapidshare drivers is that "this driver release
has been validated to work with the Brooktree*, BT868/869 revision 'C'
