Windows 98 slowly on right mouse click opens context menu ..

When I open the context menu of a .exe or shoort cut .lnk file with a
right mouse click
it always takes longer then on other files or folder.
At first I thought it was only "caching" but when it was still that
slow after the 2nd and 3rd time opening the context menu it must have
been a strange issue I considered.

I installed Dsclient.exe update recently could this be the cause of
issue?

With Iexplore.exe this doesn't happen but with Flash.exe
,Encarta.exe,Winrar.exe
and it short cuts it does take longer.
