You have no other firewall or antivirus software installed that could be
causing the problem? If you have another firewall installed is it
configured correctly to allow the 98 machines IP address to use an
unsolicited inbound connection?
What, if anything, happened recently that might have altered your
configuration? Not really enough info given except everything worked fine
up until recently. Viruses, spyware and many programs that are not
malicious hook the TCP/IP stack and if removed corrupt it. Often you have
to rebuild the TCP/IP stack.

One thing I often do if I notice something wrong is do a search for all
files created then another search for all files modified on the day in
question and look for anything out of the ordinary. For instance, if you
did not install anything and there's an odd .exe file you've never seen
before.
