When I start up windows, a message similar to "windows registry checker
wasn't able to load properly" is displayed. It says to click OK for it to
restart and it will fix it. It never does, and instead reoccurs everytime.

I have tried restoring a backup registry copy but as it is supposedly
restoring it, nothing happens and I am left there at the screen.

You may have bad RAM.

Physically remove and reseat the ram stick(s) several to ensure good contact.
Search and find some free ram checker programs on the Internet and run them.
Or have your ram sticks checked at a computer shop.<!-- ~MESSAGE_AFTER~ -->

This happened to me once. what i did was that i ran the windows setup from C:\WINDOWS\OPTIONS\CABS folder. the executable's name is setup.exe. just go to that path and run the executable and i think there was an option to select if you want to erase all of your data or so. if running the executable from that folder doesn't work then try running it directly from C:/WINDOWS. if neither work, then just reinstall with the windows 98 cd.
