My computer is running windows 98 and won’t let me reconfigure the
display settings to 256 colors - instead it says it has to restart the
pc and when it does it ignores the request to use 256 colors, and
instead uses only the basic setting. I have checked the monitor’s
driver is correct (which it is) and now suspect that it’s the video
driver. Is there a website that can check the video driver for me? If
not is there a website that gives free downloads for video drivers? Or
am I completely hopeless and need to do something completely
different????

The monitor driver is not relevant. The problem is with the video driver.
I don't know any site that can check it for you. You need to identify the
exact make and model of video adapter installed and get the correct drivers
from the manufacturer. There is no single free site that has everything, and
in any case you are best off to get it direct from the manufacturer rather
than from a specialist download site. Be sure to follow their installation
procedures correctly, as some video adapters drivers are very fussy.
