Unless it was provided with the Windows 98 media you got with your PC, you
cannot. It is not available for download.

The following information is from Windows 98 Second Edition. I do not think
it was different for the original edition.

I will assume by 'system tools' you mean:
Start->Programs->Accessories->System Tools

I will assume that you have access to your Windows 98 distribution CD or its
..cab files.
Start->Settings->Control Panel->Add and Remove Programs->
Windows Setup (tab)->Components: System Tools (from list)->
Details->Backup->checkbox

Select OK or Apply (as appropriate).

The program will be extracted from the .cab files.

Win98 offers MSBACKUP (adapted from Win.v.3) but it is
no good (and is unrecognized by WinXP) because limited
to max file sizes that now appear small and cannot
write backups to your CD. But hardware is now so cheap
you can do it yourself:
1. To a different hard drive via Windows (Copy and Paste)
2. Or else automated via a BATch file
e.g. XXCOPY C:/My*.* D/Docsback/
XXCOPY C:/Windows D/Winback
and so on
3. Or else to CD using your CD writiing software etc.

MSBACKUP belongs to the mindset of Disk Compression
(CMPAGENT): is notoriously unreliable, and simply
not needed for modern PCs at modern prices.

MSBackup is visually impressive & certainly has endless docs. But it is
a poor tool for a full system backup. It has a 2 GB file size
limitation, (well, maybe it's 4 GB). You will not upgrade to a new OS
with it, as it is incompatible with other versions of itself. (Someone
did say you may install the old version to the new system, though.)
Also, you will go nuts trying to do incrementals, archive bits, etc.,
I'm sure. To do a full system restore from it, you need to fresh install
Windows first. (But Fuzzy Logic says no, per one of the following URLs.)
And there is tweaking involved. It WON'T be pretty. Take a look at...

Once you have a functioning system, especially one close to a clean
install, do a full system backup. If you have multiple partitions, I
guess a backup is a bit more complex. It depends upon the ties between
the Registry & the other partitions, as to whether they must be backed

you may need to change it back before a restore.

All gathered at this site. Whichever you choose, approach it carefully
and verify all is well. After making a copy, run Scandisk/Defrag on it.
If it's an Image, use it's verify option; perhaps, restore it and do a
Scandisk/Defrag.

This one supposedly backs up all currently installed drivers, such
that they can be reinstalled. I never tried it but have seen a favorable
report/three-- & one (by Glee) that was so-so (or worse). SO, BETTER
make a full system backup, before wiping Windows.

I am trying to backup my files to upgrade to windows XP Pro. The backup file
is not in the systems Accessories, tools section.
I tried to install it going through the Start, Setting, Control pannal, Add
/ Remove programs. Windows setup system. I am promted to incert the Systems
CD and when I do I get a message that MSBACKUP.COM can not be located. For
some reason the backup program is not on my Windows 98 Second Edition CD for
PC without Windows. I was directed to microsoft web site to down load it, but
I have spent hours looking for it and have not been able to locate it. Can
some one direct me to the proper place on the site to locate it.

MSBACKUP (1) is not reliable, i.e. is notoriously
prone to lose data, (2) is not supported by WinXP
(because of #1).

Backup utilities which condensed data (to save disk
space) have not really been needed since hard drive
space became so cheap (before XP was marketed.)
Windows protection arrangements prohibit copying
certain system files but the free utility at www.xxcopy.com
avoids these restrictions.

You don't want to use MSBackup in Win98 for restoration in XP:

I wouldn't want to use the MSBackup program anyway. I find it too unreliable.

The file is not a .com file, it is an .exe file, BTW.

If you just have some files you want to transfer, use Winzip or another zip utility
to zip your files and then burn them to CDs.
