when opening user accounts in control panel, get message" file not found",
dbl. click gets "g_Navigator" not valid argument. nusrmgr.cpl does exist in
sys and sys32. also have no policies in admin. tools. No joy in safe mode. I
need admin.rights to uninstall software. Ohya, gots XP Home, SP2.

That does not sound good. Assuming you were able to logon as administrator
in same mode you could try to uninstall software that way and you may be
able to add other user accounts to the local administrators group via the
command line as in net localgroup administrators /add username . You can
enter cmd in the run box and then hit OK to open a command window. A couple
repairs you could try are to run System File checker as in sfc /scannow at
the command line or try using System Restore [in accessories/system tools]if
you have a restore point at a point in time before the problem began. Beyond
that a repair install of the operating system may fix the problem assuming
you have access to an install disk for XP Home and not just a restore disk
for the operating system.
