uploading video to my pc

I am running windows xp home w/service pack 2 Explorer 7- I converted
all my vhs tapes to cds and dvds with my dvd recorder, and now I would
like to know if I can upload these to my pc. I use windows movie maker
and I have Nero Ultra 7 edition. Is this possible, or do I need to buy
some sort of converter? This is really important to me, so any help
would be appreciated.

Copy the video from dvd or cdrom to pc,install WM encoder 9 series,in
the encoder,select "convert audio/video" run it thru the encoder,then
its ready for playback on pc.To play from home audio/video to pc,use the
encoder also "capture",however you'll need a tv capture card.ATI sells one
for 50.00 or so.

You can use Nero Vision to for many video operations.

It all depends on exactly what you mean by "upload", really.
