Post subject: taskbar weird

My application buttons are all duplicated in my taskbar. On
investigation, I found that this part of the taskbar is duplicated, and
I couldn't delete that part of it.

The other parts (start button, quick start buttons, desktop access,
system tray) are all normal.

Rebooting didn't fix it. Sometimes the reboot would produce a different
configuration.

So, how do I fix this, and how do I prevent it from happening again?
