It's possible you could speed up the closing of those two components, if
you don't actually have a network of computers, and thusly, don't share
files or printers. As a test, in the Network Properties, disable
"Client for Microsoft Networks", and "File and Printer Sharing". Those
are two less things to communicate with before closing down the network
components.
Otherwise, just wait it out, I guess..
