Archived from groups: microsoft>public>windows>mediacenter, others (more info?)

Can't seem to run certain objects from the "C:\WINDOWS\SYSTEM32\" directory
(such as services.msc) using the RUN command from the start menu (however, I
can run services.msc from the computer management console); certain text
files such as *.INI or even *.TXT won't open up in Notepad (get a access
denied message on both accounts) although I can open up Notepad normally.

My persmissions are at default(?) but why would I be getting this error?

Add "Take Ownership" to right-click menu in Vista
