I have Windows XP SP2. IE7. When I click on a e-mail link on a website, my
mail program tries to open consecutive blank message windows. I can't stop
windows from opening, or control anything else on the machine. Task manager
can't close the program because windows are opening too fast.

Did this start with the install of IE7? If so did you try uninstalling it?
What is the email client you're using? Also what is the malware status of
it? If this is related to IE7 I would try uninstalling it and you should
also post to the internet explorer newsgroup. Folks with IE7 related issues
are being asked to post there. I have also included links on checking for
malware.

And your default Mail Client would be...?

Multiple browser windows open when you click on a mailto: link:
http://windowsxp.mvps.org/MailtoProtocol.htm

Was the Mail Client running when you installed IE7? Were your anti-virus
and/or anti-spyware applications?

Required reading IMHO before installing IE7:

[And I strongly recommend using
http://www.microsoft.com/windows/ie/default.mspx as the installation source,
not Automatic/Windows Update.]
