IIRC. to put a clearer face on it:
SP1 = a major set of fixes and updates.
SP2 = SP1 with all hot fixes PLUS ch of upgrades/features/settings
changes. While SP2 DOES include all the viable hot fixes from SP1, it
additionally includes quite a bit more than that. You're right that it
added things like firewall, etc..
SP1 is not needed if you install SP2; it includes SP1 and much more.
SP2 can be installed whether SP1 has been or not.
SP3 = SP2 with all of its hot fixes and a few minor improvements in
other areas but little that was significant. For practical purposes,
SP3 = SP2 with hotfixes. Perhaps that's what he heard.
SP1 and SP2 are not needed if you install SP3; it includes SP1 and
SP2. SP3 can be installed whether none, SP1 or SP2 are already
installed.
