Windows Catalog.

Without any changes made by myself.

Now to go to Windows Update I go to Start>Set Program Access and
Defaults>Add Programs and use the Windows Update link from there.

Create a new shortcut by right clicking on the desktop and selecting “new shortcut”:
Location of the item: %SystemRoot%\system32\wupdmgr.exe
Select Next
Now type a name for the shortcut: Windows Update
Select Finish

Now you can drag the Shortcut to your Start Menu
Right click on the Start Button and select Open all Users
After making the necessary adjustments to the size of the windows so you can see the new
icon on the desktop, drag the new shortcut to Windows Update into the Start Menu.

or checked the location of the item in your old link.
