I always browse using an account of least privileges instead of the Admin
account. So, I frequently need to use runas signed in as Admin. The problem
is Windows Explorer will not refresh the window. I have to click on View -
Refresh. Is anyone aware of a fix?

Designed that way unfortunately. One thing you can do is press F5
instead of using the menues; it's easier to do. Sometimes though, it
does refresh and you'll find new files listed down at the bottom of the
list of files instead of sorted as expected. I forget what causes it to
work sometimes and not others, but ... trhy looling at the bottom of the
list to see if the files ended up there. Deletions can be even more
frustrating because sometimes the deleted file just won't go away from
the list, but if you try to open it or delete it again, you'll get a
file doesn't exist message. F5 sometimes doesn't even fix it sometimes.
It's a "feature"<g>.
