Not a virus but non-viral malware.

You don't say what AV you are using!

Download, install and update Malwarebytes and Spybot Search & destroy.
Scan with them in Safe Mode, as well as with your Anti-Virus.

If you have probs downloading, use Safe Mode with Networking to download,
install and scan..
All info below.

http://www.spybot.info/en/index.html

Spybot Search & Destroy 1.6 is a very good, FREE Anti-Spyware Program.
Download, install, update, and immunize your System with it.
Then SCAN with it.
Update it, and scan your System once a fortnight.

http://www.malwarebytes.org/mbam.php

Malwarebytes is as the name says, a Malware Remover!
For the Free version scroll down their page to either download from
Download.com, or Major Geeks.com

Download, install, and update.

Important re: Safe Mode
If you happen to find a problem that you can’t uninstall / delete, reboot
the computer, and go into Safe Mode.
To get into Safe mode, tap F8 right at Power On / Startup, and use UP arrow
key to get to Safe Mode from list of options, then hit ENTER.
RESCAN your computer with your Anti-Virus, Malwarebytes and Spybot S & D
while in Safe Mode.

If unable to install above Programs in Normal Mode:
Sometimes Trojans, Viruses, Malware, etc stop you installing and/or updating
Programs to remove them.
If that happens, reboot into Safe Mode with Networking, and install, update
and scan from there.

I appreciate you guys posting "suggestions" and "fixes", but none of them are
working. every single link I have seen anyone provide on all the forums I
have looked at in an attempt to get rid of Spyware Guard 2008 has been
BLOCKED. the program blocks links to sites that will let you download spyware
killers. I had a friend send me the killer programs via AOL Instant
Messenger, thus circumventing the blocked links, but once I downloaded the
programs from him and tried to run them, they wouldn't open. also blocked.
one website provided "manual removal instructions" for Spyware Guard 2008,
and my friend, who is much more computer literate than I am, walked me
through all the steps. I restarted my computer...and Spyware Guard 2008 STILL
works! there is no getting rid of this damned thing!

if anyone out there has some real solutions that actually work, please post
them here.

again, the program is Spyware Guard 2008. I will sue the bejesus out of the
clowns behind this program if I can ever find out who they are.

p.s. in the process of typing this post, Spyware Guard 2008 popped up about
6 or 8 times.

You need to get all fixes, updates, tools etc. from a different, known-clean
computer. If you don't have the ability to do this, you'll need to take
your machine to a local computer professional. I don't recommend using
BigComputerStore/GeekSquad types of places. The alternative is to back up
your data and clean-install Windows.
