Unable to re-start Windows from 'turn off my computer'

Unable to re-start Windows XP SP3 from 'turn off my computer'. Have to
re-boot.

Any help much appreciated

Bit more information - When I attempt to re-start from 'Start - Turn off My
Computer', windows closes down but doesn't restart - just hangs with a black
screen. Then have to re-boot.
