Slow Opening Office Documents Related To DDE

I support a client PC that was experiencing slow opening of Office Documents
when the document was double-clicked. This issue was resolved by changing the
file association from using DDE to not using DDE.

Question: Where/how can I resolve the underlying problem of a very slow DDE?

There are other file associations that use DDE that are also experiencing
similar problems, and I'd like to fix the DDE problem itself. For example,
when an Desktop Icon points to a URL, there is a delay in Internet Explorer
openning the website. This delay is not presence when the website is openned
from within IE.

Any solution to this?

(Googling pointed that user was member in 'Debugging Users' group - After
removing his membership, things showned to work well, but after few days,
delayes reappeared - user still out of 'Debugging Users' group)
