We deleted a user under Documents and Administration (e.g JDoe). Turns out we
needed a pst file from the Locals Apps.... folder. They moved the JDoe folder
from the Recycle Bin (where it's type was MS-Work file). When they could't
see any of the user information they deleted it again which put it in the
recycle bin as a folder. Now none of the user information is available, and
restoring the JDoe folder does not restore any of the files.

Can anyone help with this?

Actually instead of file type it is the document origin that says Ms-Work
file. And that changed to the folder they copied the JDoe folder, then
deleted it from there.

Your best bet is try and use a data recovery program installed on a disk
partition other than where the data you want to recover is. The link below
is to such programs and some are free to try. If you have a tape or disk
backup of that computer that would be something to try also.
