Post subject: RDP when connected via wireless broadband

laptop running Win XP SP2
Terminal Server running Win 2003
Main Server running Win 2003

If user connects to the network in the office via cable then he can RDP to
the Terminal Server without any issues

When the user is remote he connects to the internet and then VPN's into the
office without issue. If he tries to RDP to the Terminal Server it times.
However we have discovered that if he has Windows Explorer open prior to
attempting to RDP then it is successful.
Does this make sense? Why is it necessary to have IE open?
