Hello!

Is it possible to configure password policy (minimum password reuse
count, maximum password age, minimum password length) per user?
The standard way is through "net accounts" or GPO but it will affect
all users on the machine...

Not with built-in tools, no. You would have to write a custom password filter
in C.

Hi,

Like mentioned out of the box this cannot be done. You can only have
one password policy and it has to be linked at the domain level.
This meaning that every account in your AD has the same password
policy.
I have provided a link below with more information on the pwdflt.dll.
There are third party vendors that have software that allow you
multiple policies within a single domain to control things such as
password age, minimum/maximum characters, how many upper, lower,
special, digits are required.
