Please excuse me for asking this question - what does the
"Microsoft Windows Rights Management Services" actually do?

I have tried to look up several places, but haven't found any clear
answer. The reason I am asking this question is, as I executed
the "Microsoft Baseline Security Analyzer 2", it says that I my PC
does not have the Windows Rights Management Service installed.
Do I really need it? If so, why? Ant help will be highly appreciated.
