At this point I'm only guessing because I don't want to spend them time
researching, but my guess is that the article you cite refers to SP1a
because there's a section about installing SP1a. MS can't advise people
to install SP1 because of the settlement with Sun, so if the article
first stated
To install Windows XP Service Pack 3 (SP3), either Windows XP Service
Pack 1 (SP1) or Windows XP Service Pack 2 (SP2) must already be installed.
it would then have to say something like,
If you have to install SP1, go instead to the section of this article
that describes installing SP1a.
That would be *really* confusing.
But it's only a guess.

Of course, that doesn't explain the issue with MCE (SP1) ...
