Importing Trusted Root Certificate into XP

I have a user that can't import a valid trusted root certificate into her XP
machine. She gets and "Access Denied" message. She is logged in with local
admin privliges and the cert she has been trying to import, imports fine on
other XP mashines.

What can be preventing her importing this cert, and how do I correct it?
