I am trying to help my sister who is also using windows xp, and she has a
problem. When she right clicks on her desktop, and goes under
properties>desktop, all her photos from her "my photos" folder show up under
the background list instead of the normal windows backgrounds. Anyone else
ever had this problem, or know how to fix it?

Take a look here for an explanation of why that happens,

Pictures list - Display Properties Background tab

Bottom line is that the only fix is to move all your sister's
photos from the My Pictures folder (and its sub-folders).
Unfortuately, that may be an incovenience as many devices, e.g.
scanners and digital cameras, use that folder as their default
storage location.

Good luck
