I use a laptop with WinXP/2.

I would like to have a web page (CNN) on screen when I start the laptop
instead of the Desktop. Is this possible?

Right click your Desktop > Properties > Desktop tab > Customize Desktop > Web
tab > New button > On the Location field: Type the URL > OK
