There are two methods for creating a new user in Windows XP.

The first is with "Computer Manager", and the second is with the "Control
Panel", "User Accounts", manager.

I need to, "deny creation of new user accounts with a blank password". Doing
it using "Computer Manager", was easy, GPEDIT.msc. and Local Security
Policy then under Account Policies / Password Policy / Minimum Password
Length and set it to be non-zero

Finding how to deny it with the "Control Panel", "User Accounts", manager
has been challenging to say the least. I can remove the icon but still run it
from a command line.

Any help given would be greatly appreciated.
